Lithuania 2030 in few words


Lithuania 2030 is a national strategy document, which outlines the vision of Lithuania's future. The basis of the document is society input - ideas for success contributed by communities, non-governmental organizations and proactive citizens. 

It is more than just a paper – ideas, dialogue and everyday milestones are the essence of Lithuania 2030.  It is a democratic process open to everyone.

It is also a unique document, which links ideas and specific tasks for government organizations to execute.

It is a commitment to strive for a better, successful country by 2030 – a country which is strong economically and socially, open to the world while retaining its strong cultural identity.

More than a thousand ideas contributed by the people form the basis of the document, which was approved by the Parliament of Lithuania on 15th of May, 2012.

Open society of Lithuania participated in each and every step of the creation process and remains the sole author of the strategy.

National Progress Council was tasked with process steering and oversight. Business, culture, art, science and society leaders form the core of the council, along with representatives from the Government and President’s Office.

Several task forces generated ideas on concrete topics, and the Council studied and evaluated various propositions, and turned those into the Strategy project document.  Strategy document underwent thorough scrutiny through series of consultations and public discussions among representatives of the general public and social partners.




Priorities of the Strategy

Smart Society: It is a happy society, open to ideas of every citizen, ready for challenges and innovation,  politically savvy; adhering to the values of self-governance and solidarity.

Smart Economy: Flexible and competitive, it creates high added value  rooted in knowledge, innovation and entrepreneurship.  It adheres to the values of social responsibility and sustainable growth.

Smart Governance: Open, inclusive and goal-oriented, Lithuanian governance culture meets the needs of the society by providing high quality, efficient and effective public services. It is highly skilled and able to choose right long-term strategic decisions.


How does Lithuania 2030 work?

It is not only a dream.  It is a policy document which guides the strategic decisions of the Government.

Lithuania 2030 is also a tool to monitor and assess the progress of concrete tasks and milestones - e.g. it has over 30 progress indicators which measure the progress achieved and compares it to other European Union country members.

Open Progress Forum and National Progress Council are tasked to ensure the continuity of strategy execution over the years.


Annual Progress Actions

It is one of the instruments to ensure the execution of the Strategy.  A relevant list of 10 Priority Actions, meant to advance the Strategy goals, is created every year and submitted to the Government for inclusion into the annual priority action lists of Government and Ministries. This is how the crucial link between Strategy goals and actual execution is achieved.

The progress of 23 Governmental and Ministry actions was monitored by the Council in 2013. Consistent monitoring and follow-up ensures minimal gap between Strategy Goals and actual activities.

A list of 14 Priority tasks was created for 2014, focusing on smart society, smart economy and smart governance.  Positive potential impact towards creative, proactive, healthy society were the key choice criteria. Cooperation, competitiveness and efficient governance where among the top criteria as well.

A list of 5 main topics for 2015-2016 was approved by the Council. These topics focus on broad scope and are oriented towards essential achievements for the country. 


Progress KPIs

The main deliverable of Lithuania 2030 program is the list of Progress KPIs to be achieved by 2030. Given the long timeframe, intermediate KPIs (up to 2020) are also being monitored and follow-up upon. Strategic Goal achievements will also be monitored along with the KPIs.
